Stakeholders

This ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Boulder CityBoulder City is a growing area located in southern Nevada with plans to expand their ITS infrastructure and systems. Boulder City has their own public works, police department and other elements in the regional architecture.
Bureau of ReclamationThe Bureau of Reclamation (BOR) is best known for the dams, powerplants, and canals it constructed in the 17 western states. BOR operates and maintains the Hoover Dam infrastructure, including public safety, security and traffic management functions. BOR interacts with NDOT, ADOT, NHP, Arizona DPS and other local and regional public safety agencies to manage traffic in the vicinity of the Hoover Dam.
City of HendersonThe City of Henderson is a fast–growing city located in the southern portion of the Las Vegas Metropolitan area. Henderson is represented in the FAST Partnership. The City of Henderson also has their own traffic management, police department and other elements in the regional architecture.
City of Las VegasThe City of Las Vegas is the largest city both geographically and in population in the the State of Nevada. It has substantial ITS elements both operational and planned. Much of the ITS elements in the Las Vegas area is represented in the FAST Partnership.
City of MesquiteCity of Mesquite is located in the southeast area of Nevada near the Arizona border. City of Mesquite has their own traffic management, police department and other elements in the regional architecture.
City of North Las VegasThe City of North Las Vegas is a fast–growing city located in the northern portion of the Las Vegas Metropolitan area. North Las Vegas has their own traffic management, police department and other elements in the regional architecture.
Clark CountyClark County is the county in which Las Vegas and the other major cities in the Southern Nevada region are located. Clark County has many important components for the region including Clark County Coroner's office for fatalities. The County also has their own traffic management, public safety and other elements in the regional architecture.
Clark County Department of AviationMcCarran International Airport is operated by the Clark County Department of Aviation, which operates both the airside and landside access to the airport. Landside traffic on certain approaches to the airport is monitored and in some cases controlled at the Airport Operations Center by representatives of the Department of Aviation and Las Vegas Metro PD.
Clark County Dept of Air Quality Mgmt.The Department of Air Quality Management is responsible for monitoring air quality, developing proper control measures, and educating the citizens of Clark County on how they can choose clean air. They currently manage air quality sensors in the region in order to meet federal air quality standards.
Clark County Regional Flood Control DistrictClark County Regional Flood Control District controls and monitors flooding issues, regulate land uses in flood zones, and flood preventions.
Department of Public Safety – NHPThere are two key Divisions that deal with ITS under the Department of Public Safety. The first is the Nevada Highway Patrol Division (NHP). NHP works together with numerous agencies in the region to address emergencies, traffic incidents on the highways and weather emergencies. The second, Records and Technology is the Division of DPS where all of the IT communications take place. In the Las Vegas area, NHP is physically co–located in the FAST TMC.
Financial InstitutionsMajor banks, credit card companies, etc. that are used in the region to debit payment for transit or other transportation services (toll, parking fees)
Las Vegas Motor SpeedwayThe Las Vegas Motor Speedway is a privately–owned venue that hosts as many as 275,000 + visitors for an event and creates a mass amount of traffic.
Local TV and Radio Stations – MediaThis stakeholder represents media outlets that disseminate travel and traffic information to the general public. These outlets generally provide information "free" to the public at large or some outlets may provide a "premium" service at some additional cost using information gathered from regional public stakeholders.
Local/County JurisdictionsIn the Southern Nevada ITS Architecture, this stakeholder represents local municipalities that are smaller jurisdictions adjacent to the Las Vegas metropolitan area that have interfaces and stake in the ITS program in Southern Nevada.
National Weather ServiceThis stakeholder provides Doppler Radar information and other national weather information to stakeholders in the region for regional use in making emergency decisions such as road closure, incident response, etc..
Nevada DOT – District 1NDOT District 1 is the southernmost region of NV, with headquarters in Las Vegas. Transportation operations for both freeways and arterials in District 1 are managed out of the FAST TMC, which is located in the Las Vegas area. District 1 This element is represented in the regional architecture as an interconnect with the southernmost part of the state and as "other TM", "Other Archive" and other ISP.
Nevada DOT – District 2NDOT District 2 is the northwest region of NV, where Washoe County, including the Cities of Reno and Sparks, are located. It's major population center and transportation management activities are the Reno / Sparks area as well as the Carson City area. District 1 is host to the planned Northern NV Regional Operations Center (NNROC) which is a major traffic management center in the Northern NV Architecture.
Nevada DOT – District 3NDOT District 3 is the northeast region of NV, where Elko and Ely are located. It covers the northeast Nevada area including several major freeway corridors on the National Highway System (NHS), with headquarters in Elko, and major maintenance stations in Winnemucca and Ely. ITS elements for this region are located on or near the freeway system.
Nevada DOT – HeadquartersNDOT Headquarters is located in Carson City, within District 2. HQ maintains a statewide vehicle accident database archive and manages the 511 program. HQ also provides policy direction and technical support to all of the Districts in the state of Nevada.

NDOT Headquarters is the primary agency facilitating the Northern Nevada Traffic Incident Management (TIM) Coalition. The Northern TIM Coalition involves multiple agencies that focus on urban issues and work to improve safety and decrease travel delays. There are three coalitions in Nevada: northern urban, southern urban, and statewide. TIM efforts have helped to facilitate more coordinated response and quicker clearance/restoring of travel lanes throughout the state. TIM efforts are planned to be continued in the state between transportation agencies, law enforcement agencies, and various services to respond to incidents (such as towing) on the state, county, and local levels.
Private Incident Response VehiclesThis ITS Element represents incident response vehicles that will be deployed to support traffic management at an incident in response to the TIM Coalition efforts. These vehicles will likely be a product of the contractual agreement with the FSP contractor, already under NDOT's management.
Private Information Service ProvidersThis stakeholder represents third party data aggregator that provide traveler information and other services (such as Traffic.com, Google, Inrix, Waycare, etc.).
Rail OperatorsThe Union Pacific (UP) Railroad is the major owner / operator of rail infrastructure and services in the Southern Nevada region. Amtrak and some other rail freight operators have operational rights on the UP system. This element represents those agencies and their interconnection with traffic management in the region.
RTC of Southern NevadaRTC Southern Nevada is the federally designated Metropolitan Planning Organization (MPO) for Clark County. RTC also operates the region's fixed route and demand response paratransit services in the greater Las Vegas metropolitan area. As the MPO for Clark County, RTC oversees coordinated transportation planning, funding and certain deployment activities throughout the County. RTC is also a member of the FAST organization and the FAST budget and management fall under this agency.
Southern Nevada CasinosThis stakeholder represents the casinos in the southern NV region that may participate in the future in disseminating traveler information, wide area alerts, Amber Alerts, etc.. Many of these casinos have DMS within view of the major highways and corridors in the region.
State of Arizona – ADOTThe state of Arizona is the neighboring state immediately to the east of the project study area. Some coordination and communication currently takes place between the Arizona Department of Transportation (ADOT) and various state and local transportation and public safety agencies in Nevada. The majority of the coordination between the states currently focuses on the approaches to the Hoover Dam complex.
State of California – CaltransThe state of California is the neighboring state immediately to the west of the project study area. Some coordination and communication currently takes place between the California Department of Transportation (Caltrans) and various state and local transportation and public safety agencies in Nevada. The majority of the coordination between the state currently focuses on the I–15 corridor south of Las Vegas, which is the primary surface transportation route between Southern California and the Las Vegas area.
State of Utah – UDOTThe state of Utah is the neighboring state immediately to the northeast of the project study area. Some coordination and communication currently takes place between the Utah Department of Transportation (UDOT) and District 2 as well as other state and local transportation and public safety agencies in Nevada.
Towing and Recovery AgenciesThis stakeholder represents towing and recovery vehicles and agencies that are contacted by law enforcement to remove vehicles during incidents, etc. Ewing Brothers and Quality Towing are two of the larger towing companies in the Las Vegas region. There are other privately held organizations that this stakeholder represents.
TravelersThis stakeholder represents the general public using personal computing devices, pagers and other avenues for gathering traveler information.
University of Nevada Las Vegas (UNLV)UNLV, through the Transportation Research Center (TRC), will receive and archive ITS and other travel and transportation data and information from the FAST system / TMC and potentially other sources. TRC will use the data for research projects and other academic pursuits.
University of Nevada Reno (UNR)University of Reno (UNR) receives and archives ITS and other travel and transportation data and information from the FAST system / TMC and potentially other sources for research purposes and other academic pursuits.
US Forest ServiceThe US Forest Service manages the forest and grassland areas of the region. They also manage the Spring Mountain National Recreation Area (Mt. Charleston) which is planning an ITS project that will manage and distribute parking information for the Mt Charleston Recreation Area to the traveling public.
